The Indian government’s latest announcement has thrown the rapidly growing online gaming industry into uncertain territory. With plans underway to ban online games involving financial stakes. As millions of Indians flock to digital platforms for entertainment and, increasingly, monetary gains, the government’s move signals a seismic shift—one that touches issues of social welfare, regulation and the digital future of the country.

A major move aimed at reshaping the fast-growing gaming space

Highlighting the rise in addiction, financial setbacks among young people and growing cases of fraud, the Indian government has defended its new move as essential for public welfare. The Promotion and Regulation of Online Gaming Bill 2025 is aimed at curbing both psychological and financial harm. It makes clear that no individual shall “offer, aid, abet, induce or otherwise indulge or engage in” providing online games that involve money stakes. The Ministry of Electronics and IT said the measure is needed to protect vulnerable groups, especially minors and families impacted by gambling-style apps.

The bill, according to Reuters, also proposes strict penalties. Anyone offering such money games could face up to three years in jail along with a fine. “Such games often use manipulative design features, addictive algorithms … while promoting compulsive behaviour leading to financial ruin,” the bill said.

India’s online gaming industry built around real money is booming, with nearly 488 million active gamers recorded in 2024. Out of these, about 155 million regularly play real-money games like fantasy sports, rummy and poker, and the numbers keep rising. The sector generates revenue of around INR 31,600 crore, or roughly 5 billion US Dollars, while supporting more than two lakh jobs both directly and indirectly. Leading platforms such as Dream11, My11Circle, WinZO and Junglee Games dominate the market and have attracted foreign investment worth over INR 25,000 crore.

Dream11 also holds the distinction of being the official sponsor of the Indian cricket team, which further boosts its visibility. Adding to the appeal, many of these apps are fronted by renowned sports personalities and celebrities, who bring star power and trust to the campaigns. The rapid growth continues to be fuelled by cheap smartphones and widespread internet access across the country.
